The East Main Station Area Plan contains recommendations for development of the area around the East Main light rail station. The recommendations were developed by a citizen advisory committee appointed by the City Council.
The light rail station will serve the southeast portion of downtown, hotels and businesses east of 112th Avenue SE and the Surrey Downs residential neighborhood. Although the area east of 112th Avenue SE has redevelopment potential, redevelopment is not under consideration for the area west side of the street. Sound Transit has details about the station itself.
On August 1, 2016, the City Council approved the East Main Station Area Plan as recommended by the East Main Citizen Advisory Committee. Upon completion of the environmental review of the plan, it will be presented to the City Council for final action in September 2016.

There are 33 strategies for integrating the light rail station and future development. The strategies range from parking monitoring to pedestrian and bicycle projects to rezoning existing commercial properties for a mix of residential, retail, office and hotel uses.

Station Area Planning for the East Main Light Rail Station
As a means to plan for the future of the East Link light rail in Bellevue, the City initiated Station Area Planning as a public involvement process to identify challenges and opportunities that would to help ensure integration of light rail into neighborhood areas. For the East Main station, a Citizen Advisory Committee (CAC) was formed to develop a recommended vision for the area and strategies to help acheive that vision. The CAC studied the following:

The East Main Station Area Planning Citizen Advisory Committee (East Main CAC)—a group of 11 residents and business owners from the study area—was appointed by the City Council in August 2014.
The East Main CAC will make recommendations to the City Council about which strategies in the plan to pursue. Those may include potential improvements for pedestrian access to the station, possible changes to access into and out of the neighborhoods to address the closure of Southeast First Place and Southeast Fourth Street, and whether to change the zoning on properties east of 112th Avenue SE.
The East Main CAC did not address the East Main station or the Sound Transit light rail system itself.
